be able to move each photo around in its frame.

At present, the program plonks each photo into a frame in random fashion, with photos assigned randomly amongst the frames, and the photos randomly 'cropped' to fit the frames. I can then easily shift photos from frame to frame to suit my purpose, but I can't reposition photos within the frames so easily. Or, if I can, I can't see how.
